I have examined the accompanying Ordinance, entitled

An Ordinance for the Incorporation of the Procureur Général in Hongkong of the Society of the Missions Etrangères

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The object of the Ordinance is to enable the above mentioned mission to acquire, hold and deal with property in the Colony with greater facility;
